Heat a pan on the stove and add 2 tablespoons oil. Once the oil is hot, add the beef strips. Fry on medium heat for 10 to 15 minutes, stirring often, until the beef is well cooked and tender. Remove the beef from the pan and set aside.
In the same pan, add the ginger garlic paste and saute for about 1 minute until fragrant. Then add the sliced onions, carrot, capsicum, anaheim pepper, and chopped spring onion. Saute the vegetables for 3 to 4 minutes until slightly softened but still crisp.
Add the prepared corn flour slurry to the pan, followed by the soy sauce and vinegar mixture. Stir well so everything combines evenly.
Add the fried beef strips back into the pan. Mix well and cook for another 1 to 2 minutes. Turn off the heat.
Serve the beef stir fry hot with steamed rice, fried rice, or flatbread.
